It includes a podium taking up the whole of the 19.000 m2 site wherein are located the parking lot, several services areas, etcetera. Above this podium rise two identical buildings, one being host to the Ministry’s offices, the other serving as Conference Center. Both these bodies surround a covered central cloister that features cenital lighting; the Conference Center Building places here its main Symposium Room. In each building there are four vertical circulation turrets with rest rooms in its corners. Between both buildings there is a ceremonial square and a small Mosque. The Complex’ structure and finish is made of hammered white apparent concrete.
